Electrical Engineering graduate from Jadavpur University (1987).Started his career as Assistant Engineer and with over 35 years of exemplary service in the Power Department, Government of Sikkim, culminating in retirement as Principal Chief Engineer (PCE) cum Secretary (August 2023). Achieved record internal revenues (Rs. 402.46 Crore, a 31.95% increase), drastically cut AT&C losses (from 41.78% to 28.50%), optimized procurement costs by surrendering high-rate NTPC allocations, and secured fiscal headroom via 0.5% GSDP additional borrowing space during his tenure as PCE cum Secretary, Power Department. As PCE cum Secretary, he spearheaded critical modernization projects, including securing and implementing the RDSS and ADB modernization programs (770 km resilient cables, sub-station upgrades, and grid reliability up to Nathula at the Indo-China border) and reviving four closed hydel projects. Successfully defended high-stakes legal matters, resolved complex Right of Way (ROW) issues, and represented the State internationally in the USA Energy Transition Program organized by REC Limited (2023)

Hon'ble Chairperson of the Commission is the ex-officio Chairperson of the State Advisory Committee

Shri N.T.Lepcha is presently the Hon'ble Chairman of Sikkim Welfare Commission. Shri Lepcha is a public figure and actively involved in social activities especially in the North District of Sikkim. Shri Lepcha belongs to the 'Primitive Lepcha Tribe" and has been nominated as one of the member of the State Advisory Committee.

.As per Section 87(3) of the Electricity Act, 2003, the Sikkim State Electricity Regulatory Commission has nominated Shri. D.P.Sharma , IAS (Retd.), former Secretary to the Government of Sikkim as one of the members of the Committee.

In exercise of the powers conferred by Section 87 (1) of the Electricity Act, 2003, Sikkim State Electricity Regulatory Commission (SSERC) has constituted the State Advisory Committee and Shri.Dinesh Kharel ,former Chief Engineer , Government of Sikkim has been included as one of the members of the Committee.
