Shri Tempo Gyatso Bhutia, holds the degree of Law and was a practicing advocate before assuming the Office of Member (Law). He has obtained Bachelor of Law (LL.B) degree from Campus Law Centre, Delhi University, in the year 2000 and enrolled himself as an advocate with the Bar Council of Delhi in the year 2001. In addition, he also obtained Post Graduate Diploma in Labour Law through distance learning programme from Annamalai University. After joining BAR, he was the retainer of the firm Chawla & Co., New Delhi, from June 2001 to 2006. During this period he actively participated in research work, drafting work and also attended District Courts and High Court of Delhi, during the hearing. He also appeared on various matters pending before the Hon’ble Supreme Court of India. In addition to this, he also worked as an associate under Manish Shrivastava (Legal Officer) NDPL, on various matters pending before Hon’ble Supreme Court and High Court. Upon his return to Sikkim from Delhi in November 2007, he practiced under the guidance of Learned Advocate General of Sikkim for about 2 years, during the course of which he represented various clients in all the courts within the State of Sikkim, as well as in West Bengal.

Ms Gloria Namchu assumed the charge of Secretary SSERC w.e.f 27.10.2025. Ms Namchu comes from the State Civil Service cadre. Prior to her appointment as Secretary SSERC on deputation, she was serving as Secretary, Cooperation Department, Government of Sikkim.

Shri.Palchen Dorjee Chaktha completed his B.E (Civil Engineering) from the University of Madras and joined Sikkim Power Development Corporation (SPDCL) as Assistant Manager (Civil) and was working in SPDCL as Senior Manager (Civil) prior to his joining the SSERC. Shri Chaktha was instrumental in identification,survey & investigation and implementation of hydropower projects in Sikkim. Shri.Chaktha while in SPDC was handling the supervision, monitoring and coordination for smooth implementation of various hydropower projects being developed by Private Power developers in Sikkim. Shri.Chaktha was also actively associated with the survey, investigation and implementation of small hydropower project (upto 5MW) while in SPDC. Shri.Chaktha attended various meetings, conferences, training etc on varied topics related to hydropower projects during his stay in SPDC. Shri.Chaktha was also handling matters pertaining to "Right to information " of hydropower projects and was overseeing the legal, technical and other aspects relating to hydropower development by private power developers in Sikkim while serving in SPDC. Shri.Chaktha has physically visited the location of project components of all the hydropower projects being developed and planned to be developed in the State. While in SPDC, Shri.Chaktha was handling civil and electro-mechanical planning, design and implementation of small hydropower projects.

Shri Jigme Wangchuk Bhutia was working as Joint Director in State Legislative Assembly of Sikkim prior to joining the Commission. He has done M.Tech (Computer Science) and brings with him vast experience of handling , planning, designing and implementation of IT/Computer Application related projects. He also has good knowledge of administrative works , human resource management etc.

Mr. B.B. Bardewa is an Officer belonging to the Sikkim State Finance Accounts Service (SF & AS) cadre. Presently he is holding the post of Chief Accounts Officer in the Power Department, Government of Sikkim . He has been assigned the additional charge of Financial Advisor to the Commission by the State Government.

Shri Pema Rinzing Gyansapa is B.Tech (Electrical and Electronics Engineering). Prior to joining the Commission, he was working in hydropower project development in Sikkim under Private Sector. He brings with him good experience of the power sector in the State and has the practical experience of dealing with planning, design, construction and monitoring of power projects.
